Chapter VII of the United Nations Charter (Articles 39-51) describes “action with respect to threats of peace, breaches of the peace, and acts of aggression.” Compliance with UN Security Council actions under Chapter 7 is mandatory for all UN Member States.

The Acheson and Lilienthal report was presented to the U.S. Department of State on March, 16, 1946. The report suggested that acquisition of fissile materials be under international jurisdiction.

Trigger List items are those “especially designed or prepared” for use in nuclear applications and which automatically require a license for export. The NSG Trigger List is reproduced as INFCIRC/254/Rev.8/Part 1 (2006). Annex 2 of the Additional Protocol is essentially the same as the NSG Trigger List.

Dual Use items are those having both commercial and/or military and potential proliferation applications. The NSG Dual Use List is reproduced as INFCIRC/254/Rev.7/Part 2 (2006).

The UN Security Council in April of 2006 extended the mandate of the 1540 Committee for an additional 2 years (UNSC Resolution 1673).

The Proliferation Security Initiative (PSI) Statement of Interdiction Principles was signed by 11 countries in September 2003.
